Make two PCs use the same internet connection

I have two PCs and I was wondering if they could both share the same internet connection? If this is possible, what do I need and how much would it cost? Would the two PCs be able to go online at the same time?

If the PC with the modem is running Windows 98 SE (or Me), then it can run a feature called Internet Connection Sharing. This enables other PCs connected to it using a network to access the internet using the same connection, at the same time.
